Questionable at best

Did a wall a few weeks ago and then some strange dusty patches appears? Walls all done the same as normal.....only thing is they had a silver metallic paint on them. Just wondered if anyone has had this as it's a new one for me... First picture look top left you can't miss it.... Second one...

I have put cement in bonding when needed. Never had a problem
