Any idea why

Did a wall a few weeks ago and then some strange dusty patches appears?
Walls all done the same as normal.....only thing is they had a silver metallic paint on them.
Just wondered if anyone has had this as it's a new one for me...

First picture look top left you can't miss it....

Second one above the window as if you couldn't see

The plastering is sub braccas that's the problem. Plain as the nose on your face.

Arrgghhh. I went over old paper once. Not wallpaper, just s**t paper on old board that the customer had tried to save.
