Very easy task tbf , clean the surface, apply the correct primer , apply plaster to surface and trowel to a lovely flat matt finish ,
Other things to consider the state of the surface to be plastered , is it blown or suitable for a skimcoat , this is the part of “how to plaster” that is worth paying for a plasterer tbh , it could just be a simple skimcoat as described or there may be a need to remove the existing plaster and start again with a fresh new backing coat for the skimcoat to be applied , in all fairness for the cost of a plasterer for a few days work it might be more cost effective to employ one to make these basic but important decisions.
