bit off topic but firm I used work for made us wear hi vis jacket , gloves, googles AND safety helmet any time we went up a ladder.Any type of ladder inc stepladder, even if just one rung, manager used to make suprise visits and give us official warning if 1 thing missing, p@#$k!
pva mx sounds a bit weak, try 1 pva/2 water, let first coat soak in then roller 2nd on.depending on how the 2nd coat sucks in maybe put a 3rd on.Or 1 coat of wickes bonding agent, pricey but good stuff

on a big spread I put 1 tea spoon of cream of tartar per 5 litres of water.Its in the supermarket nxt to baking soda..DONT use too much tho, it'll inhibit the reaction so much that the plaster won't set.Its handy if your doing a massive ceiling or just slow/knackered.
