What is it and how to skim it

Any advice on what this is, looks like varnish, it was under 2 layers of heavily textured paper which was a struggle to get off.
What's the best way to skim over this stuff, is it blue grit and skim or something else.
Any help appreciated.

looks like its been wallpaper with textured wallpaper then they have removed it but left thw adhesive...

So potentially just wallpaper paste thats decades old and went a brown varnish colour.
