Distemper problems or bad prep?

Guys

Ive had my house skimmed with multi finish and a few months later, the skim sounded hollow in places and eventually blistered to the point you could pick it off the wall by hand. These are the before and after pictures where clearly the skim hasnt bonded over the green paint.

Do i need to scrape all of the green paint off (could be distemper) before skimming again or has the plasterer just made a sh*t job of original prepping? did it need blue grit rather than PVA mix?

The paint isnt really chalky to touch but it is very smooth.

Looks like most of the green has come away with the skim.

I'd go again.

Stabilise first (with stabilising solution), then glue and hit it.
 
have a look on the back of some of the plaster and see whats on there.... that will give a good idea which layer of paint failed :D if its pink then you can put it down to the skim not sticking to the surface that was prepped
 
The Green paint is still firmly on the wall, you can wash the brown residue off with a damp sponge and the green paint is still underneath in good nick (not flakey).

The skim thats stuck at the top of the wall is where the picture rail would have been so that didnt have the same green coating.

Does this type of surface need stabilising solution and blue grit? or do you think i really ought to scrape the paint off back to the original lime layer?

It appears to be Green Paint / light coloured lime coat / greyish base plaster to the brick wall.
