Vandex

Hello Lads ive got a small room to vandex The walls are sand and cement with a matt paint on it.Can i vandex straight onto this and then sand and cement and skim or would i ave to pin EML to the walls first?Cheers for any replies.Matt.

Aint vandex a damp proof plaster??
im sure i used that a few year ago on a basement as a damp proof plaster?? could be wrong?
