They're fcukers alright. If you look on their website they should have the specs for depths, pea gravel coverage, joint types etc. For some weird reason each water company has slightly different requirements. They'll probably want the run length and fall calculations too, and building control will want to get their snouts in.

On a serious note, that work is exceptionally bad and you should DEFINITELY threaten legal action if your contractor doesn't agree to have it redone at his/her expense. There is no way a time-served tradesman would do such appallingly shoddy work. It's only fair to give your contractor a chance to put it right, but I find it difficult to believe that the contractor didn't know his/her subbie wasn't experienced enough.
