Rendering Issues - Parex GM Monorex BL10 Monoblanco

We have recently had our rendering finished for the 2nd time by the same plasterer.

Our request was quite simple: 1) Fill a 2 square metre area with bright white render, and 2) that it could also be removed in the years to come if we so choose. The rest we left to the professionals...

1st attempt: 2-tone finish and significant cracks in a few places. The render was removed and started again with the existing cement boards.

2nd attempt: This time they've attempted to better secure/glue the render boards in place to avoid movement, utilising the existing SBR (which was there from 1st attempt), apply a mesh (unsure what type, but it was red in colour), then render the BL10. The plasterer came back the next day (around 24 hours), before it was scratched. Temperatures around 18-20c daytime high, and there has been plenty of lunch time sunshine directly on the render (south facing).

Current observation: Again, we are seeing the same streaky/dusty finish to the render and well as potholes in the render (please see photos). After the plasterer had scratched the surface, we advised that there are several places we were not happy with. He advised us that you basically just pick up the render dust that had collected on the dry floor during the scratching process and place it into the potholes "as it's still pliable" and "that's what it says you have to do on the box". He did this without moisturising the render dust in any way.

Questions: Is this normal (please tell me it is not!)? May I kindly have your professional thoughts on all of this?

Yeah you fill pit holes with the same gear as you find them but it's usually still moist from when you scrape it
It looks as though it may have been too dry and dusty left too long or didn't have any moist gear left over from the mix
The white marks are where he's not padded it up properly by the looks of them
