Rendering advice and identification

Hi all,

I'm trying to do some research on the best way to tackle rendering my house, it's a timber frame ex council 1960s house and I've already had one plasterer say he's not keen on doing it due to movement, but I imagine he meant using sand cement.

What I'm trying to figure out is what exactly the walls are constructed of, looks like some very thin render on top of a cement board but I'm not sure. I was considering of going with Webber Aid with a mesh then Weber OCR on top and to finish with a silicone render, but looking for advice...

It is a hell of a mess. I would have an external wall insulation system fitted with a thincoat finish.
 
It looks like the base coat is sand and cement, you can see the devil float scratches. Cant make out what the top coat is.
Looks like the base coat has cracked on the external , if it has blown take it off and start again with whatever you decide you want. As long as it is for outside.
