Are weep holes required on a rendered wall

I've worked on jobs where the brickies have put them in and I've been told to knock them off and render straight over. Other jobs insist that they're needed. I honestly don't know the regs on them, but could never quite work out why having a wall rendered meant that they weren't needed.

Funny you should say that as i went over em as never even saw em with base coat. So i said I.ll pull beed of and pull em through. Customer said f**k it go over em all I.lk sort it with building control lol
