Dashing over exsisting dash

Have a couple of walls to wet dash , its outside a utility room and it has a couple of patches in it ,but he looking the whole walls redone if possible, has anyone came across something like this? can this be scratched and re dashed? or maybe better to patch what needs patched then give the whole lot a slurry coat? hope this makes sence any ideas lads ?
 
(1)if the existing is of sound then patch in first then slurry the hole area, i use a s/c and pva, i take it that existing is painted? once slurryed i would put a basecoat 3/1 waterproof scratch,(2) if the existing is of poor then take off the top coat back to a sound backing , prim as described and cont...... hope this helps! the second option is proberbly the one i would use.
 
Cheers steve. yes its painted but sound, it will take a heavy scratch to cover it just hoping it will stay on .
