Crack re appears on breezeblock external wall

Hi

I have a breeze block external garden wall (bordering the street) which is around 2m high and has a couple of cracks that keep appearing no matter how much I fill them. I'm thinking of stripping the wall down to the breeze blocks and adding extra vertical expansion beads, (some are already installed and close to the cracks), or whether rendering mesh would be better suited ?

Any advice gratefully received, thanks.

I’m small fry apprentice level m8 and really am plucking at straws...
Just seems across the length of the wall it may have subsided slightly
I suppose the footing is only as good as the ground it sits on which is why often you’re looking for undisturbed ground way beneath top soil level which varies according to each location?? Across such a span/distance that is going to show any negligence in depth design of footing
Re bar helps allay such potential movement
 
Just make a feature out of it cover them with some decking, I turned the decking around to the smooth side and painted them look pretty good Tbf
