Just out of curiosity wondering how much different councils pay their plasterers around the country. I've heard good and bad things just wondered if it's consistent

A friend of a friend does council work. Finishes at 2 and goes and does a little job at the end of most days. He earns 40 odd k a year with very little hassle. As said also, free materials.
