WHY??? as long as theres no water comming through then all it needs is sealed then plastered

Depends what he wants to use the wall for/what he intends to put over it/how solid are the bricks/is it internal or external?

Plenty of reasons to err on the side of caution mate, until he gives a bit more detail - but looking at the pic, I wouldn't guarantee anything sticking to it at the minute. This is a public forum & I'm not sticking me neck oot :RpS_thumbup:
 
build another wall in front of it insulate with celotex then eml it then prick up with s+c then scratch it then float it then wait 7 days then skim it trowel float trowel method works for me
