Is it normal to have these spots a week after skimming over artex? How long you reckon till it dries fully? Also some spots are slightly orange in colour.

For a proper job now, realistically, I'd Zinsser the whole lid mate.

Cover stain (probably most suited)

Or

Bullseye 1-2-3 will do It
