i reckon it could be trace of wallpaper paste left on the wall from the wallpaper u took off. i always wash down the walls if they have had wallpaper removed with a wet sponge then put pva on. should be fine

would hardwall be ok to use as a base for the curve??? its just that i have already have a bag and a half left over from another job.
