What's the best way to deal with these walls assuming I want to decorate them?

So we stripped the bedroom and landing walls of wallpaper and we are just weighing up what to do next. The pictures below represent a whole bunch of issues in the bedroom and on the landing.

We plan to use Bonding 60 on the chases, Toupret and/or foam on the lath/plaster holes and lining paper on the walls in general (or paint if we can get away with it after a coat of Zinsser 123).

Does this sound okay?

No it doesn't.

It sounds like a good way to do a load of work and end up wishing you'd done it properly
 
take the lot back lath and plaster is f**k*d you won’t have to worry about it again once it’s all done unless you get a cowboy in
 
Thanks for the replies. I'm not a plasterer and am learning all of the terms/methods/approaches as I go along, so please bear with me. I assume when you are all saying "re-plaster" you mean skim the walls? Or do you mean something else?

The bedroom (first set of photos) is more important for us than the landing (second set of photos) for now. Having had a few plasterers and decorators out to canvas opinion, I believe the bedroom walls are in solid structural condition, so it seems to me that with that room there are two options:

1) Cheapest: Prepare the walls and line them with lining paper
2) Board/re-skim the walls (this concept confuses me - can you reskim without boarding?)
