What is causing this?

Can anyone advise what is causing this damp and how severe it is? It is by a window in a old Victorian property

It isn’t damp outside. It is likely to be condesation as there is a vent not so far away

How much would a membrane be?
 
Wet as an otters pocket, cavity could be full of s**t, rain coming in around the windows. Leaking pipe outside. All sorts, what’s on the other side of that?
 
take the skirting off, plaster has been floated to the floor which is probably solid. Remove 2 inches of plaster from the bottom and leave for a month or two… observe if damp dissapears.
 
Thanks all - it is dry behind the skirting board so not rising damp. It is next to a vent so cold air has been coming in. Straightforward fix
