wet wall

have sand and cemented interior wall with waterproofer.there is a section of original 4inch wall with new blockwork butted up to it.the wall looks like it is slowly bleeding water thruogh the original wall with no obvious signs of water entering from outside.anyone who has had this problem before and can help?

The water must be coming from somewhere.
