If you go that way you can put grounds on the frames to build them out. Waterproofer yes PVA no. Best to find out why the walls are damp first defective pointing, leaky gutters, high ground levels etc,most people would want to use a specialised damp proofing firm as they get a guarantee.
if you a damp problem your not curing the the problem with re rendering. You should put a waterproofer in the mix once cured the mix has a much reduced porosity plus it will also help with the suction in layers of render keeping the topcoat workable longer should your walls be thick.
