Waterproofer in scratch or top

Who puts waterproofer in scratch i never have but working with another spread swears by it to control suction. I did it and all the bottom just falls off the wall surely this is because theres waterproofer in the scratch and its just sliding

Your mate is correct, your putting in too much if it's slumping or your second coat is too thick.
 
As flynny says.
Always best to build the bead out on the scratch leaving it as thin as poss for the top coat so it doesn't slump.

Make sure when you've soaked it down all the water has dripped completely off or it will sag and run when you look at it should not be shiny at all I take it it's sand and cement we're talking about ?
