Tyrolean over smooth sandtex

My brother has a newly sand cement plastered wall has been painted with sandtex smooth it shows far to many imperfections, diy plastered he wants to try Tyrolean on it.
Does the paint need removing completely? It is quite slippery I tried cement and sand slurry and it just falls off.
Is it a wire wheel on angle grinder job?
