Do you mean fix plasterboard over tiles and then plaster?
 
It all depends on the tiles? If they can be hacked off I would go with that option. But if they are like the old butcher tiles that are bedded on with sand and cement which are almost impossible to take off, then you can go over the top with bond-it then carlite bonding then skim. Done it in the past and had no problems with it at all.
 
Yep. So long as the tiles are totally sound WBA or Bond it then tight coat of bonding and skim.
