Stained rendering from new patio

Hello,
We had a new patio last year and we have noticed that the paint on the rendring has bubbled and also stained quite badly. The new patio had to be higher so extra rendering has been added to the top.
We are in the process of scraping the old paint and brushing it down but we feel that this is now going to be a problem.
We were advised to paint over the rendering with a 1 in 4 mixture of PVA, after scraping and filling cracks, but the water will keep on dripping from the slabs. The other suggestion was to add a quadrant under the lip of the slabs to stop the water running down the wall.
We would appreciate any help please...... we are total amateurs.

I could have that wall down with the makita
In morning use same footing ..artificial stone or /brickwork sort last row of paving re bed
