Sand cement/lime/waterproofed?

Hi all. I've just pulled skirting off solid Victorian wall along with half the plaster! I'm right down to the brick. It's an external wall and I need to patch up before skimming. What mix should I use? Do I need lime and/or waterproofer? Any advice would be gratefully received.Cheers.

But if you are mixing up inside use a dust mask and open all the windows as the dust levels get a bit high its better mixed in a mixer.
