Sand and cement over dry dash

Customer doesn't want to remove the dry dash and wants a sand and cement finish applied over it. I've always removed any dash before applying any plaster or render.
has any of ye done sand and cement over a dry dash wall??
 
I had a house where when hacking off the dry dash render it revealed the mortar holding the bricks together had perished so the bricks were loose all over.
So after rebricking the small loose areas I'd hacked off back up, I did the wall ties through the solid render and made sure there were no hollow areas of render.
Then bedded TV10 mesh in the base coat s&c rendering and finished it with quarter grey chippings.
That was about 9 years ago and still looks great when I pass it regularly.

Render will get a good key to dash. I would render with OCR this will give you a quality finish.
