Is it needed on a new build? Concrete block. If so, in the first coat or dash coat?

I don't generally providing the blocks are a good quality 7n,i just mesh stress patches.if the panel is large and verging on needing a movment joint
I may use mesh as certain panels are hard to break up with a movment bead
And make it look right at the same time.if the blocks are crap I'll deffo use mesh,I think some of the ash type blocks are claiming to be 7n,they probably are but they just don't feel right so they get meshed too.

just for future reference, when and why would you do stress patched only?

on external wall insulation works we scrim the complete area then apply stress patches on the diagonal to window heads, window sills, door heads and other openings. just to give the weakest points extra strength.
the full mesh system has now moved into basic rendering. it is a better job then eml and rib lath as it does not expand in full sunlight therefore less prone to cracking.
