Any of ye know the causes/reasons for this happening....?

Done last Aug. Rubbed up too late could be the reason I'd say. Was on holiday's when my men floated this elevation down. Client/builder hasn't said anything but I'd like to know myself the cause. Iv asked my worker's who did it but all I get is a shrug of the shoulders. It's sand+cement. Inside is s+c and skim finish. I do know from the scratch coat that the blocks were extremely porous. Meant to be 7newton standard concrete blocks but they sucked in the scratch fairly lively(and yes we wet it down 'well' prior to scratching). I also had my labourer wet it down once every day for a full week after the scratch. The last wet down was on Friday evening. They wet it down on the Monday morning again before finishing..... In fairness they are reliable and don't take shortcuts.
