quite hard 2 tell the difference.until u start scraping back the high spots do u think pva would be ok 4 polytex. its on walls.
 
I would pva it first and see if it peels off, leave it to dry, if it soaks in straight away, it will definitely peel off

With Jono on that one. If the 'dots' are irregularly spaced its prob polytex and will prob peel off. If they seem regularly spaced its prob artex
