Baking soda mate, no more than 2 tablespoons or they won't stick.

Have you tried putting dash receiver over your base coat or are you just throwing the spar at the wall hoping they stick?

Lime in the top coat helps. Also, are you washing the stones before you dash - they can be dusty/contaminated. If you don’t have a sieve to wash them you can cut a square bit of eml and frame it with timber, then dipped in & out of the water butt to clean (they obviously have to dry before dashing)
