paint on walls

hi fellas just got a house to overskim but some of the paint is peeling off just wondered if i put bluegrit or similar would it stop the paint from peeling off or should i go around and try to scrape it all off first its not distemper its like they glossed the walls then put emulsion over the top about a million times
 
Scrape off loose bits but that should be sufficient. If you havn't priced to scrape it ALL off then you ain't gonna earn any money.. that's a whole job in itself.
 
Point it out and offer to do it on day work, it can be painful,slow work, harder than plastering by miles.
 
Stabiliser???
Some recommend this, but not I, its a risk , paint may peel if it has not been sealed when first painted onto the wall, all additional paint just adds weight and plaster adds more, so if there is no initial bond you are in bother, has to be weighed up on site,.
