Paint bubbling up after plastering

Hi,


I`ve done some plastering for friends for some time but recently had 2 jobs where I`ve experienced a certain problem and don`t know why? It`s occurred twice now and it`s occurred when I`ve skimmed over a painted wall and ceiling. I`ve done this plenty of times and never had this happen before. I usually PVA the walls/ceiling according to the instructions (5:1, 1:3 water/pva) then during skimming the paint bubbles up. The paint wasn`t flaking at the start but will peel off in sheets with the plaster attached to it once skimmed! Is there something I`m missing here? One wall was in a newish house the other in an old house.

Any advice/opinion would be much appreciated

Its happened to me loads of times always happens when you skim over vinyl silk paint n the cause usually is the painter didnt seal the walls then it just comes of in strips I always unibond them let them sit a bit the unibond causes it to bubble then scrap it of another lick of unibond then get it skimmed n just keep an eye for the paint bubbling
 
It happens because sometimes the painters paint without watering down or priming,then the paint is sitting on the wall so to speak so when you add weight it peels off, best to test it with a scraper after pva is on, experience will tell you when the pva hasn't soaked in there has to be a reason .
