Oil patches in kitchen

Our kitchen has various patches that seem to be of an oily substance. Our kitchen is quite cold. Any advice on what could be causing it and a quick fix?

I suppose you could try washing the wall with sugar soap if it’s indeed an oily substance

But that sounds like condensation to me. What’s on the other side of that wall? Is the kitchen an old single skin extension etc?

Possible solutions are taking back to brick and/or limeliting or thermal boarding
