It may not change the colour of the staining back to the original, but it will remove the build up of nicotine.
Don't just use one batch of water, change it when it's dirty ( like washing after grouting).
If you just seal it and go over the top then the bond isn't as strong between substrates.
It's just basic fundamentals that you don't apply a stronger aggregate on a weaker background, and that's what you'd be doing by going over the top of the nicotine.
