Need some help. Plaster wall repair - horsehair

After a long, long time of searching online, googling, youtube,...and staring at the wall!. I've joined to hopefully get some wisdom on the best approach to fix some walls...before I paint, or i might crack up myself.
This is what's facing me, old 1930 plaster walls, horsehair plaster it seems. After a tough time trying to remove old torn lining paper, discovered some damage to the walls. cracks, holes.and some sections of - whatever the layer is between the lining paper and plaster? - that came off with the lining paper. Is it a skim coat or just paint? It's way old and pretty sound apart from the few areas that's came away. Also removed tape at ceiling/wall join that had been damaged with the plan to pre fill, paper tape and joint again, and knocked off row of tiles (deliberately) and removed the adhesive.
What steps should I take/what materials to use to fix all this to a reasonably good state for painting.
Here is what I have in my arsenal, Toupret 'joint, skim and filler' powder
Toupret 'filler' powder
Paper joint tape
So not a lot, will buy anything else thats more suitable.
I'd be truly grateful for any pointers or advise to push this on

Oft, finally know what is on the walls! Thank you for your reply and identifying!, After a bit of reading this evening on lime wash and distemper, seems a good and useful product?..but maybe not so much when it comes away in sections after paper removal.
This is a kitchen wall, and as a large part of it will be covered with new wall units, along with a splashback or tiles between counter and wall units.
I understand and appreciate your suggestion to dryline and skim and will take that route if it's only way but would also be really interested to hear of recommendations on repair. What would I need and the steps to fix. I'd rather not apply lining paper but would it's a necessary step afterwards.
