mist coat powder

Hello i Misted new plaster that's been up about 8 months. I filled places with "hot mud" easy sand. I then sanded the whole wall with fine sand paper, by hand. I then dusted the wall and it seems as if the dust will not stop coming. I washed the wall with a damp sur line painting tool. It keeps the wall from getting to wet. After washing i get a small white residue with finger swipe. The mist coat was really cheap flat paint watered by 40%. Do you think this paint was to cheap? It was the cheapest crap, that box store sells. Working on diamond plaster. Lime gypsum mix. I now have bought bullseye 123.

iv only ever used bullseye on a fire damaged pub it should do the trick(if it dont nothing will)

Is it called a missed coat cos it shows up all your missus?

Thanks Jessop. I was a little worried about the paint sticking to the mist coat because it seems to keep turning to powder. It could be me just worrying. Should I dilute the 123 for a second mist coat?
