Is water enough before rendering on internal walls, that have had old plaster hacked off Be it red brick or blocks etc or should you definatly use SBR or PVA everytime
 
Experience will tell you if water is enough. Rough brick or block with a bit of suction will be ok but smooth high density background (low suction) may require a bonding agent.
 
I do lots of this type of rendering, usually after DPC injection in terrace house's. Red brick etc. A light spray with water just before you apply your render is normally enough. Only experience can really answer this question based on site conditions.
