Damp

Recently our house has been suffering from damp in one corner of the house, the strange thing is its upstairs and down. The damp is like a green fungus type stuff. In both rooms its at the bottom of the wall. I was told if its under 1.5m up the wall then its rising, otherwise its direct, any suggestions as to what could cause it? or what could be the solution? Pointing looks pretty shody but the downstairs wall is protected by a porch. Any help appreciated
 
condensation.. 50/50 bleach and water..
if its any kind of damp youll usually have a water mark, a line you can draw a pencil round, and hygroscopic salts (like a fur) manifesting itself which is an indication of the water being drawn into the room through the wall...
fungus / mould is an indication of condensation, as the stuff likes distilled water (which condensation is), usually black though...
solution is to ventilate the area / room (when youve cleaned / killed the mould)
