Damp job

Hi I’ve been asked to price a job from a friend of a friend as he’s had a quote from a company, basically he’s got damp on a wall in his house and the company have quoted for this ??

to build a metal stud and foil back board in front of the wall ?? Surely it be better to hack off and treat the damp etc ? Or will this method work ?

Its just the lazy way pal.... No one likes knocking off especially in an occupied house..
