Covering textured paint

HI. I am about to plaster my kitchen to then fit new units. It has silk textured paint on the walls. The walls are not great either in the fact that they have alot of undulation.
Whats the best plan of action? I'm thinking scrape off any proud spots, paint on a bonding agent then bond out the worst areas to then add final skim.
Does this sound about right?

If you have to go over painted areas I'd scrape down the proud spots and then scrub down the whole ceiling with Trisodium Phosphate, that will clean & rough up the paint a bit.[h=1][/h]
