Cornice patch

Got to repair a water damaged cornice.
There's not much wrong with it, there's just a bit of filling to do inbetween the cornice and ceiling (like a fillet of plaster) and the old paint just needs stripping off and re-doing.
This isn't my normal line of work, so just wondered if one of you guys could tell me what would be the best filler to use and also if there's a specific paint required?

how are you stripping the paint? with peelaway or just a quick scrape?

Just a scrape cos it's flaking off really easily
