hi guys same house again in the kitchen the ceiling has been covered in wot looks like a gloss paint ... wots best option is it wba or just pva and skim as normal

pva and skim for me mate. Wouldn't buy wba for the price of it pva has never done me wrong.

give it a quick going over with a devil float if your not sure

i use 60 grit sand paper, in circle's s... then pva
the sand paper will give a key and take the shine of the surface.
