Ceiling rose - need to make the hole for wires bigger

I have a small plaster ceiling rose id like to fit but the centre hole for the wires is too small.
What's the best approach to enlarge it without breaking the rose? Drill? File? Saw?

It should be quite soft, if you get a fine toothed padsaw and insert it and gently twist it you should be able to widen the hole to the required size,
