If the inside/outside is in the same location then it started from the outside - the pointing is diabolical, it might not even be effective. I would normally remove the inside plaster and re-do in this situ.

If it is condensation, as the landlord claims, you / he needs to ventilate or dehumidify the room… Mold spray won’t stop condensation…

Looks more like water ingress, if the outside image is where the inside wall is…

That's not condensation. It doesn't form like that.

It's water ingress, probably transmitted through the cavity by that shitty blow in insulation.

It's the same shape as the shitty pointing ffs
