Can I put Thompson top seal on plaster or will it damage the plaster?

If your talking about water seal.
Then no its exterior only.

Well I want to paint a ceiling midnight blue and then put some sort of shiny flake on after but if I use pva and it gets wet in anyway it will peel so just curious

Thomsons water seal is fine for interior use... its designed for exterior and interior...
