Black spots

Black circles have appeared on new membrane of 2 months!! It looks like mould and is getting worse more so when damp outside and has been raining!! The council have covered it all up with the new skirting boards!! And seem to think the problem will go away??? Can anyone please help !!

Looks like moisture, no air flow ,
Maybe all vents been blocked up etc
