Best backing coat to use?

Hi I've got a whole house to price up re plaster. The external walls are double skin(9 inch) but no cavity. Am I right in thinking using gypsum backing coats wouldn't be the right stuff to use for chasers and bringing skirting lower ??? As could cause damp problems. Or would it be ok as its not single skin wall?? What would you use? Any help would be grateful .

Sand and cement with waterproofer in... defo no gypsum as you will get damp/salt issues
