Stripped a ceiling yesterday that had blown vinyl paper on it. Underneath was a powdery film of something unknown? White in colour. Almost floury when scraped off. Pva'd it this morning hoping to hit it about now to find the pva won't stick to it. It's literally peeling off if I touch it. Any of you Lads had this? What can I do about it? I cannot overboard either, the window is full height.
 
Scrape all the loose pva off & give it a coat or two of a water based stabilising solution then pva & skim or use a bonding agent before skim.
 
Guess I should point out I've actually never seen distemper before, sad but true. So only mildly embarrassed!

Especially checking fire extinguishers for the waterboard!!!! Nae end to honest John's talents :RpS_laugh:
