Advice please

Just scraped the wallpaper off in my dads house and it has pulled all the plaster off.
Now there is just a wall with a scratch coat of render on it.

Can I skim over the top of it?
Also should I use pva?
Any help would be appreciated.

Had the same thing happen today 1930s house all came off to scratch coat and it is mega dusty and pours have it 2 coats of pva today and will give it another going over tomorrow before skimming give the 1st coat a bit more of a thicker mix i find this helps a bit . Got some of that bond it stuff to try also but walls to dry and dusty for that would have been an ideal job to test it out on as it is a 2m x2m box room. Gonna stick to pva for this job
